is it still safe to download?

I've have recently been going kinda crazy with downloading and I'm starting to wonder..... is it still safe to be doing..... the last thing i want is to be caught doing so and i would like some advice on whether it is a good option at the moment......
by the way the only thing i use is bittorrent
