Linux is popular because it's open source and free. And even if you say it's popular, it's nowhere close to Microsoft.

Open source and free OS's won't make much money.

If it's not going to be free, Google can dream about it becoming popular, because it won't.

It takes a LOT of effort to develop an OS. (much much more than to develop a web browser)

Add all that together = won't be worth it. Even if there is potential for earnings, the risk factor is probably too high.
