Firstly, most people already seen the fansub release, and can't be bothered re-downloading or watching it again. Like I never really watch the same series twice, so unless if my fansubs really sucked in quality, or it's a really graphically nice anime that would greatly benefit from a better version, I probably wouldn't be bothered downloading another version. But I end up downloading more dual audio (and DVD fansubs) than TV fansubs anyway, since I watch anime more on recommendation than following new releases.
Secondly, because popularity is a chain effect kind of thing. Assume an average person goes to find some anime. He see a torrent with 100/300 seeds/peers, and another with 10/30. He is most likely going to go for the one with 100/300. Thus the popular ones will only get more popular, and it's hard for the unpopular ones to grow. The TV rip subs gets released first, guess which starts off in a better position.
If I haven't seen it already, and there are DVD releases or dual audio releases, I usually opt to go for the dual audio or DVD. Sometimes I download like 1 episode of each, and compare the encoding quality, and make decision based on that. But if there's dual audio, generally dual audio > everything else.
