EDIT: I've only been able to move the MS cintents in game. I will wait until I am more sure of myself before I post another eureka moment, also; it was the xlist value that changed the position not the plane.Read below to see if you'd like.

I DID IT!!!! I move the game icons from the memory stick off of Y Axis 0.

Here is my WIP at game in the XMB.

Next is the game icon off the Y Axis at the value of 40 I was looking for (icon needs to be resized still).

Here is the game icon loaded with the cintro, cintro is not moved from Y 0 yet.

I was able to find the value to change in the game_plugin.rco with the plane_ms option below. I'll be honest and say I don't know what Y value it was as there are several planes in the file and I'm tired so this is what I did and you may want to have a go with it as well.
