gates is a shrewd business man he isn't gonna spent billions of dollars re writing an os from scratch
and what happens to the programs written for the legacy code i.e. backward compatability
and re writing an os would take time and since ms wants to get this product out sooner rather than later re-writing the os wouldnt seem a viable option atleast for the next version of windows
