I never scan files because I'm generally careful, i only run a scan if i think I'm at risk

they can't do something radical like that ;P they'd get a lot of complaints because a lot of people could lose their important data.

this would probably just filter the web and not allow warez to be downloaded :P

i went for about 3 months with no AV and thought i was being sufficiently careful, but i did a thorough scan and found i had contracted herpes simplex from making out with some chick at a hippie bar
AV program couldn't vault or remove it :[

a lot of people buy antivirus software and if this kind of filter were put in place people would stop using the software leading to the decline of the companies that try to enforce them as zingaburga said and isp's would not do it for the exact same reason that people would get pissed and stop using them and switch over to other isp's
