[PTF 3.80] ULTIMATE BLUE III CONVERTED

This is the ultimate blue theme converted by me for 3.80 or higher (not 3.70, 3.71 or 3.72)

A special thanks goes out to robs1968 for the original rco theme

Because alot of people don't have custom firmware so i made it into ptf for them, plus i don't know how to convert rco lol
