Two days ago i played perfectly any kind of video files on my PC, even mkv 720p without any lags.
Today i try to open normal xvid file and the sound and video is choppy. I tried reseting settings on
installed codecs , i tried uninstalling installing the newest 8,40 K-Lite and nothing , tried google but nothing clear ... any help or suggestion is appreciated!
The pc is like bugged its like something is eating up resources but on the taskmanager is not registered ?

If you can't access Task Manager, I would immediately suspect a virus. It's typical for them to try and block that.
Start up Windows in safe mode and virus scan and clear out dodgy startup entries.
I guess i didnt make myself clear enough.
Task Manager is working everything is working smooth , but when i try to open any video , the PC goes crashy , and the video is playing but its like repeating the same momemnt , and the audio the same... Its like A-B repeat of one second and the pc become strangely unstable ,but the ReSOURCE is showing 30% CPU use and 35% of memory.
OK i think its virus . but wierd i have norton SEP , and it didint detect nothing.
Wierder yet is that only video playback is affected and mp3 also is lagged.

Hibby thanks for your answer. The Pc is 3,6 GHZ pentium 4 sinlge core , 2,5 GB RAM DDR2,
And all was working fine untill 2 days , ahh windows 7 , now even the keyboard is buggy , normally when you press a button
llllllllllllllll many letters are showing now , i press one time and it stops.
Strange , i give up i don't have time for this.
Edit : even EP is buggy , the smileys are lagging , and ohh yeah i saw in the task manager 4 chrome.exe procceses .....

Was chrome running when you seen these 4 processes?
You can stop chrome Background apps by going to...
Wrench icon » Options » Under the Hood tab » [uncheck] Background apps.
I would still suggest running a 3rd party process explorer to check for hidden processes in case something nasty is set to hide itself from the default windows version.
If everything's lagging, do above, and clean out poo poo you don't need. You may even wish to reinstall. Windows XP will probably run slightly faster than Windows 7 on that box; if it's got 64-bit extensions, you could try Windows XP x64.
