Well i beleive , if i still remember , that there was a tool wich converts the ctf to different firmware ,but im not sure.
Some theme maker to make his statement on the question :p
It was really big question , and really small answer. ;p

This tool only convert 5.00 files to 5.50.. i need from 4.01 to 5.50 :/

Also,when i convert 5.00 ctf to 5.50 i see this:

Refreshened was already updated to 5.50gen... and I think it is the first theme to be updated to 5.50gen by Kratosjohn and Peza

Is it possible to make/create files.ctf,like other ptf.files for all firmwares whitout converting it?

The CTF file has a magic firmware value in the header. If CXMB doesn't verify this value, it may be possible if no PRX modifications are used.
