Thanks for the reply.
When i open ptf2rco nothing happens. It shows the black screen and directly exit. Impossible to read the text.
Also, how to use (if it works) drag the .ptf to ptf2rco?
I used the .ptf that I gain trough CTFmanager when extracting files from a CTF. Expecting that the PTF contains the wallpaper.

RE: A peak at the PTF format
ptf2rco is a command line application, meaning you have to supply the right arguments to it.
Try this, open Notepad, and copy + paste the following in:
save this file as run.bat (make sure it's NOT run.bat.txt) into the same folder as your extracted PTF file, and then rename your PTF file to myptf.ptf.
Next, run run.bat - you should get a file myptf.rco if successful. After that, use Z33's tool to decompress the RCO.

RE: A peak at the PTF format
Erk, I think the version in the first post may be a bit old (there's some known bugs in it). I really should manage the versions of this app better.
This should be the latest version, so try this for a start: http://endlessparadigm.com/upload/ptf2rco.rar
If you're still having issues, try posting the PTF and I'll take a look.
