Linux isn't as popular as Windows (or Mac OS) due to multiple factors:
* Lack of Publicity/marketing
* Whatever said, a Noob can't understand Linux

No. Mainly it's not popular because if compatibility. Because windows stuff doesn't run on Linux. Read below.

Doesn't have to be free.. Currently, the only OS available for market (Home user) are Windows and Mac OS. Surely, their is scope for a new competitor. Even if they do charge it, as long as the user gets a good UI, comaptiblity and ease of use, they will not shun google.
Also, Google is a big brand, unlike Ubuntu, Red Hat etc. These names are popular in the geek circles and industry. Not many home users are comfortable with linux-like OS.
Take Android.. google isn't going to give it away for free.. but its tech is gonna draw a lot of crowd. Plus its Google. google is as big a brand name as Microsoft.

Work, school, whatever uses Microsoft programs. GoogleOS isn't compatible MS programs. Your MS Word document doesn't work in GoogleWord. Your <insert whatever here> doesn't work with <Google's insert whatever here>. GoogleOS gets pwnt.
Most software out there are built for Windows, no software so far is built for GoogleOS, GoogleOS gets pwnt. This sort of applies for hardware support as well, in a different way.
All of the above Linux and Mac also suffer from, and that's the exact reason why they can't compete with MS, but Linux and Mac do have some sort of competitive position, like they do have a software base. GoogleOS has nothing. And that's ABSOLUTELY NOT something that you can build up in a short time. Mac and Linux have been there like forever.
About your comment on it being commercial... Ok, if it's free, people might try it out out of interest. hey, no loss, why not. If they have to pay, no chance. Why would people pay for an OS that is incompatible with everything, and has no programs for it. And if it's commercial, then it would have little advantage over Windows in any case, which will be FAR outweighed by the disadvantages. The main hatred with Windows is not because it sucks, it's because it's price sucks. If Windows is free, Linux wouldn't exist. If Linux wasn't free, Linux wouldn't exist. If GoogleOS wasn't free GoogleOS wouldn't exist.

Wee're not talking about a little bit of resources.
Think of how long MS took to develop Vista. That's a LOT of people working on it over a LOT of years. And Microsoft has advantage in experience, and they have legacy code to build up on.
Google doesn't have that many people, and Google doesn't have that many years to waste. OS compared to chrome is like the world trade center compared to your house.

Browser is easy to make, OS is not.
Browser is semi open competition like market. OS is extremely restricted monopoly like market.
Do note that operating systems is one of the STRONGEST monopolies out there. You don't just go into the market and beat up a monopoly of that strength. Seriously, Google has more chances in making beer than in making an OS. (G-Beer!!!)
