It's true. A cat's game can be played-out every time someone puts their symbol diagonal from the center symbol. In contrast, if a symbol is placed to the top, bottom, left, or right of the center symbol, whomever controls the center symbol can set up a double tic-tac-toe win. Play it out yourself on a piece of paper and teach yourself a thing or two about tic-tac-toe.
