from the screenshot I'm guessing you're using ZoneAlarm..

Replace it with any good version of Sygate Personal Firewall (its out-of-date but does the job, as long as you have Spybot Immunity and NOD32 on guard) and make sure you let it get its traffic through.

Finally, if you are running PeerGuardian 2, exit it, it chokes Torrent Traffic terribly and makes it seem like the Port is Blocked.

Note: MAKE SURE no other applications are using the same port as your Client.
