I've had that screen before, that said waiting or 1 program, but nothing actually showing up in the program list.

I get "waiting for nothing to close" all the time.
Could be a dock, though; I've noticed that sometimes my dock fails to save completely, and it clears itself when it restarts.

hmm could be.. come to think of it . i also get that error
after closing everything else

so its either objectdock or nod32
