If you have a free partition, try installing Windows on that, and then test everything.  If you still get the same problems, it's most likely a driver issue.  If not, then something on your current Windows installation is bugging it up.

I've never heard of this problem though.

Okay. I solved it. It was a problem with DirectX. All I had to do was reinstall the games after reinstalling DirectX and it fixed it for those games.

EDIT:Wait, nevermind. It's still doing it! But I've narrowed it down in that I knoow for a fact it's only happening in DirectX games. I ran DxDiag and came up with no problems, so I'm stumped.

Dammit! It also seems like the lag is affecting the mouse clicks too! If anyone has any ideas that can fix it besides the ones already posted, they'd be greatly appreciated.

system restore a few weeks back when it was working properly, update to the most current release of direct x [i think its april], and if you ahve to reinstall XP, id recomend making a ghost of it on another hard drive after you have everything setup and configured how you want it, so if you ever have to format, it takes 15 minutes and everything is ready to go
