I've been looking for a way, but I can't find anything on the second infobar for themes. Is there a way to move it or get rid of it entirely?

just flashed it your flash0:
sysconf_plugin.prx
common_gui.prx

you can edit it using RCO editor:
sysconf_plugin.rco
system_plugin.rco
