[release]dragonball burst limit 9 second gameboot
got bored so I decided to release a new gameboot for burst limit. Finally got the umd tools working on my computer after reinstalling windows when the sp3 update messed up my computer. Now I got the update work and the umd tools not crashing. Set the delay to 8500; for noobs who don't know how to do it read my tutorial: http://www.psp-hacks.com/forums/viewtopic.php?id=135400
