Synaptic Package Manager can be a bit slow sometimes, but it really depends on the mirror that's chosen. Back when Ubuntu 9.10 came out, for obvious reasons, it was a bit slow, too.

if you need to add a different mirror, as root
(at least in a gnome desktop environment)

gedit /etc/apt/sources.list

copy pasta the other source links in to the file.

then refresh the sources in synaptic. mine goes really fast.
