Actually, I wasn't talking about its usefulness as a fighter, just its pokemon entry on the Pokedex in the early days of red/blue/yellow, it mentioned that Clefairy was a popular Pokemon, If I recall correctly.  He was talking about needing to find a cute, popular pokemon.  And I was going as far as the Pokemon world's definition of popular pokemon :)  But yes, you are right, Clefable barely is even an underused pokemon, and certainly not in the overused category in competitive rings (which I rarely play in nowadays).
