If you looking to make a simple site for free, i think you should try http://www.freewebs.com Take a look at my site:

It's not much, but it'll get you started on the basics, and it's completely free (unless you want to upgrade). You get decent storage and decent connection speed.
I wouldn't consider FreeWebs much better...  If I recall correctly, ads...
yeah have to agree with zinga freewebs is loaded with ads, and dosnt give you much options (MYSQL, PHP)

Mc Cabe  in some instances the server does not need to be faster just the internet connection to that machine.  The server size (processor & memory) will in a was define how many people can access the server reliably and with no latency (thing that makes the internet slow).  Internet is how fast you can the information.  If you want to do a site and want to do it at home remember that security is a factor to consider (major reason most sites are updated MS operating systems are a target for Hackers (I wonder why))  You could build one and run it using VMWARE that way you can run 2 machines on one like the hosting comapnies.  Just on a smaller scale.  You would need a couple programs like apache or IIS and something to create the site like hotdog or Frontpage.  for the domain you could go free and use DynDNS (that is free) and port it to your home (not good for the firsttimer)  I am still working on mine.  One of my buddies hosts 3 sites at his house over Dyndns and it works out well for him, including a forums and a Battlefield 2 Server (8 user very laggy) of and TEAMSPEAK.  

So the joy can be yours is you think it out and play a bit with some of the other places mentioned first.  I personally use free sites to host pics and use a paid site tfor the HTML  I can get more content on it that way. :)

Thanks for the explanation Lanelander. Currently I think I have the worst server set up lol.

I just use my laptop with an firezilla to manage my sites files.

and the webhost I use is freeweb7(suggested by UG)

It appears to work for me, bit slow at times, but works :D
