It's been used by a lot of people and doesn't have many complaints. 110mb seems to offer way too much for free - sounds kinda dodgey... (like how do they house everyone?)
A main site should be quite "stable" whereas a file dumping place doesn't need to be as stable as you can have mirrors. Unfortunately, you can't exactly have mirrors on a main website.

Urgh. Umm I generally get all my info from here:

Check the ratings and scan over the comments there however - they can tell you quite a bit. Also pay attention to the comments at the end, as they're more relevant to what the host is currently doing.

Yeah, (basic) borders are almost always done in CSS. Sometimes, images are used instead.
Basically, a table is used, for images. For simple borders, well, it's up to the coder - I generally use DIVs, eg (HTML/CSS):
