I'd probably shy away from an Atom box for a game server, and $60/mo is probably a bit much for just an Atom processor. You also probably don't need unlimited transfer either.

If it's just for development and testing then it's just as easy to run it on xampp which means you could use localhost or still point a domain name to it. Plus it saves from having to upload new files all the time. It also has the added bonus of unlimited bandwidth, databases and file storage.
