im still fukkin confused lolz... so does that mean all the PSP bought brand new can get downgraded now.. except for the ones downgraded then reupgraded?

Any PSP can be downgraded, but it needs to be able to upgrade to 3.50 official firmware first.  TA-082 and TA-086 motherboards that have been previously downgraded will have a changed key 5 in their ID Storage, and because Sony implemented checks in newer firmware upgrades they won't be able to go any higher that 3.11 without restoring key 5 to its original state.  So some people may currently be stuck at 3.11, they are planning on helping these people out with some future releases.

i like the way all the 2.71 and up and ta-082 downgradaers are set because u know what is going on unlike the 2.6 dowgrader where u jus get a black screen and u have to jus sit there are pray your arse off that it works

WELL GOOD thing sony is gonna release an update but itl be downgradable as well
the jap version of lumines has not been fixd yet meaning that sony will get owned again after the jap version of lumines could be used for downgrading even their new firmwres will be vunerable
