Now before I detail all this out I want to know how many people would actually be interested in this?
Simply put, wee make a hack of FFI together using a program called FF hackster which doesn't require much knowledge in hex editting or any thing else really.

Any one up for this?

How would you even coordinate multiple people working on the same file at the save time?  Through SVN or some similar system?

Okay basically, maps can be exported and imported so people will be assigned to create a certain dungeon and when they're done they'll export it as a file and they give it to me and I'll implement it seeing I'll probably be the leader and all.
Graphics can be made seperately and when finished the creator can snapshot it as an image and send it to me.

Then there's where I'm stuck, monster behavior, the scenario, spells and such....hmm discuss them as a group?
There also some limits for graphics and other things but I'll explain the more complicated stuff when the project actually begins.
