For UAC, I think the manifest can specify if the app needs to be run as administrator. If you're using Visual Studio 2003-10, it should be an option in the project properties.
Never knew that RCO Editor got modified, thanks for that :) Saves me having to put in the proper decompression code (didn't really want to as rcomage handles it correctly).

I have Win7 x64 and UAC is completely disabled but no right-click menu.
Double-clicking PTFs, CTFs, etc opens fine though :)
