that sounds very much like a hard drive failure. in recovery have you tried scandisk?
I ran the command "chkdsk /r" once already, and it said it fixed 1 or more errors, but the hal.dll message still came up.
I was able to run Ubuntu from the live cd, and access files from the hard drive, so I don't think that it's a hard drive failure.
it could be. i think the only way you could be sure is a repair install, and from the sound of it you may have already lost anything worth keeping on the drive anyway. if that works then it could be a drive failure but its more likely to be a virus. also if it works you can then do more checks (virus scans, data recovery etc.). gl anyway.

missing means its not the perfect file, meaning it could be a size error or something else. He copied the other copy there himself though
looking at the folders theres a spoon load more missing than 1 file - he has a severe problem there.
destructive virus attack maybe?
Yeah, I was pretty sure there was something more wrong than just the hal.dll thing, since there wasn't even a system or system32 folder left.
I turned the computer on the previous day, and it was fine. I didn't use it, and just turned it back off. The next day, this happened.
