So I'm on my new Vista PC and this starts happening.
Any idea what's going on? I can't see any menus at all. I was lucky enough that IE isn't green.

Tried that. I'd pull up my specs, but everything is green. I have an nVidia card, if it helps any.

terrible idea...
looks like a bad video driver, or a failing video card.
I would start with downloading the latest nvidia drivers and reinstall that.
Please... not again comments about RAM usage of Vista... I can't take it anymore.... no offense, but one last time..... if your OS sucks all you RAM it's GOOD! I mean why do you have RAM if it's empty all the time like in XP? The OS should work with everything it gets... if you start an application which needs much RAM Vista will free up as much as it needs, this process was proved to be working. Vistas RAM handling is superior over XPs and Mac OS and Linux are using a similar RAM handling to Vista and I've heard no one complaining there...
Anyways back to Topic:
Xander, first open a cmd and write "net stop uxsms" this will force Vistas 3D engine to stop. If the green stuff goes away it might be a driver issue so try reinstalling them (which you should do anyways just to be sure. If the green stuff persists it could also be a overheating issue so check temps if possible.

Okay, I got it into the Windows Classic theme, which got rid of the green. I also got the latest nVidia drivers but it didn't help. Despite the green being gone, I'm still getting these random pink and yellow lines all over.

vista ≠ fail
it would be the card failing not vista
if vista failed then why the hell would everyone else's machine be working?
I would try disabling visual styles too
your card may not be able to handle it
also did you always have vista
or did you just recently install it and have this happen?
