Endless Paradigm

I've been wondering all day if i should make a program or not.   And if i do, what kind of program will it be.  Time to put my proammerness to use.

Is this just command-line applications, or a Windows GUI?

Make a windows GUI that will allow theme makers to comprees & decomprees RCO files without a PSP using 1.5 kernel homebrew application Resurssiklunssi...  Maybe highboy could do this,,.. idk, it should be possible though, I mean I imagine SONY has a gui they use to achieve this...
