I think i am finished with this now as it will edit,write a system_plugin.rco and make a wav to a vag plus vag to wav.i have also stream lined it so it will not freeze by multiple threading and cleaning up code.i have also made it into an installer so there should not be any problems with file associations.if anyone can think of a tweek or improvement please let me know and thanks for trying it out.

thanks for the info and uploading the pic.i will add to the readme in next version.it is not possible to edit the rco directly for its not even writing it yet but it is still a work in progress so i hope to get that done.version1 was just a wav to vag converter so you know now.
@vinrose67 are you sure it not a atrac3 wav for the app will not convert them but i did write in a header check and it should give a message saying that it is indeed an atrac3 please decompress

i did find a problem in the way i was checking the header.it was fine with 44,100 khz but when the file was 48,000 khz it would say invalid.it is fixed now and will accept a wav with all attributes.please re download and im sorry for the problem.

i check on that path and there's no 1.vag
edit 2: only 44,100 khz can be accepted!

i can't find his tool anymore all the links ive been to are dead but i think it would be the answer for this application.i was going to use part of your source but i couldn't get it to compile and is still sitting there with lots of errors seems it doesn't want to upgrade to well but ya the vag file was a lot of searching.to top it off i had lost my code with when my external hard drive bit the big one so im stuck with the exe files.i did manage to write the unpacker so it will turn vag back into raw so shouldn't be that hard to finish that up.im going on and on here but just wanted to say thanks again for your work man really good stuff.
