i think yes

if its a forum, then you'll need a startup software from vbulletin or MyBB etc. Then follow the instructions there.

Basically it involves creating account on a hostin site, registering domain name and using FTP tools, uploading your forum onto your domain..

things may vary but I think those are the basic steps. Been a while since I created a forum.. so..
