I believe it's  Objectdock. - Clever, he used simple text images for Icons, clicking on it will bring a menu. Nicely done.

meh i use rocketdock and my own persona made icons


though i may get object dock plus if i can intregate my png skin and icons

since it supports some cool stuff like multiple docks
