I'd say that it's just not really optimised at this stage.  Unless the hardware/OS is currently crimpled, it would be the game's fault for slow loading times, as opposed to the console.

By the way, what happened to games with no loading screens?  It seems even relatively basic games these days have loading screens.  (maybe economical factors of using higher level development?)

Lack of space?  Space was the main advantage of UMDs, not a disadvantage.  NDS cartridges can't store near as much data.
I don't think he's trying to compare to NDS games, rather a comment in general (games limited by storage space).
Though I don't really think the space availability on UMDs were too much of an issue - 1.8GB is a fair amount, especially for a 2004 device.  Furthermore, PSP is powerful enough to handle some on-the-fly decompression if necessary.  It's just that optical media is cheap, at the expense of being slow.
