This is fake. Here's why.

The font is not the Vita/PS3 font - it's Arial.
The display picture for @iSozial does not match the display picture used on their actual account.
There is no tweet matching the one in the photo.
The device says "PlayStation" - not "PSVITA."
The draggable region (two diagonal lines on the bottom-right) is the exact same as the style of Chromium.
The rest of the announced and previewed Vita apps are polished. Why would the Twitter app be the only one that wasn't?
The cloud background to the right of "Refresh" abruptly cuts off.
