but from experience, you don't really need to encode that much unless you're getting .ts files from a source in Japan yourself. Raw releases of anime are up on Tokyo Tokoshan within hours of their broadcast on Japanese TV. All you need to be doing is getting CrunchyRip .ass subtitle files (or have an inhouse translator for your subgroup who makes the .ass file himself by watching the episode and translating it) for Aegisub and timing them to that raw with your own styles and fonts. Then use mkvmux to make the mkv, use febooti filetweak hash + crc to get hashes for the MKV you just made. Add to filename like this [A3054FD2], and put other information such as resolution, episode number and series title.
for example:
[SS] Infinite Stratos - 02 (1280x720 h264) [90008EDD].mkv
by group SS (StrikeSubs i think), of Infinite Stratos Episode 2, in 1280x720 resolution with .h264 source video. The CRC/hash thingies are usually only used to make it easier for people to search for your files.
You can of course use photoshop to make fancy hardcoded subs, but I've never done that :/
