The thing that sticks in my mind right now is the two girls playing volleyball, at the beginning of like episode 3 or something.
They both suck, so they end up getting hit in the face or something, in other words, girl serves, other girl gets hit in face and makes wonderful noise, she then serves, and other girl gets whacked etc.  Now whilst that may be funny once, the creators find the need to repeat it like 10 times, by which time, it seriously isn't amusing any more.

Seems to be the typical comedy sequence used in a number of kids' shows, so I would guess that it's targeted at younger viewers (but apparently it's not).
The rating does not necessarily express the opinion of the general public, it only reflects the opinion of people who bothered to vote.  And what basis people are using on their opinion can also vary.
