Wee really must formulate a plan
1. Decide on a leader/director for the project, some one to keep it structured and on target as well as on task.
2. Decide the basics of the game. What will wee need? What are the features of it? Basics of who and what must be done.
3. Assign Roles to certain people. Who can do this, or this? Focus on things that will be needed. Code, sounds, sprites, who can make what?
4. Further elaboration of previous steps. Who will do what? What do wee need from this person? What else will game have?
5. Pick a language what program (If GM registered or unregistered? Should be important that wee all have the right version)
6. Collective storage. Not necessary but will probably be needed to see what is currently done and where certain things can fit. Maybe like a nightly build where people can take the file do what they have to and then re-upload it.
7. Work. (the hardest part... sigh) Taking turns? Building sections and merging?
8. Compiling. combine all the poo poo get it to run.
9. Testing. Bug check (this can also be done along the way.)
10. Finalizing. Complete what must be done. Finish the project.
That is just the basic idea.
