But it will be very difficult, would generally involve hacking the game open, extracting the neccessary texts, translating it, and then inserting the translated stuff. And then you would also need to extract and edit and replace the images as well.

It's a lot of effort (FAR more effort then, lets say fansubbing an anime), thus most of the time people can't be bothered undertaking such translations.
