I copied an original from friend and have played it quite a lot and it hasn't ever crashed on me yet.  By the way, this is with no patches applied - just the original retail disc.  There's bugs, ie you can stand in mid-air or look inside people at times, but nothing like you've described.
Oblivion was really heavy for its time - overworld would often lag on my 7800GT, though, considering how much stuff it renders (like distant landscapes) I'm not that surprised.

If you edit the INI you can reduce the quality of the graphics I believe.  Friend was running it on a Radeon 9600, though he said he had to make his trees look 2D to make it playable.

lol, im running max graphics, and have 21gb of mods (about 10 of which is retexture) and it runs fine, anywhere i go.
will i suffer in the graphics department on an upgrade to 7? i know it takes a lot more resources to run 7 than it does to run xp, so im just wondering.

Im running Oblivion in Win7 64 full settings, absolutely no problem, so i assure you it'll work perfectly

I don't quite have 21GB of mods, i have 15GB, but i have quite a few resource intensive ones and don't see too many stutters
