i made it myself yeah. IT's about the most 'borrowed' wave I've ever seen, there's more themes using it around than there are not lol.

as for making them, it's been a good while since i messed with that (i like my wave so i never had a desire to make another :P) so don't really remember the specifics. practically the wave is a tga graphic that you need to mess with to produce different shapes and colors. (the default wave's graphic for example is an orb, and my wave is simply a horizontal line.)
