Workplace IT departments who refuse to upgrade. Yes, wee use IE7 at our work place (though I run Firefox Portable, cause I can't stand IE7, and the toolbars installed for it I can't get rid of).
On the other hand, I suppose IE6 users won't get taxed.

However it most certainly is in this case. Plus, IE10 should have most of the HTML5/CSS3 compatibility other browsers have.

I can't agree more with you Sensei. IE6 is horrible now ... when Windows 98 was out it would be outstanding
