I think the UK is doing something similar.
I read that Optus (in Australia) had some filter (not for P2P), but was bypassable simply by using a different DNS server, lol.

RE: ISPs to Disrupt Internet Access of Copyright Scofflaws
I can tell you that Comcast is already making use of this as they call ed my parents house sometime after last weekend and before today to notify them of 3 copyright infringments, I will definitely be picking up a wifi robin and one of those little tiny netbooks for all future P2P file sharing.  I guess the nieghbors will be getting the phone calls, ha ha ha.  Comcast was quick to jump onto this.  Unfortunately at my house I have Verizon FiOS, also on the list of participating ISPs, wifi robin or a similar device will be in use there as well.  I don't know when it went from ISPs providing a connection to the internet to ISPs monitoring our internet activity but this is definitely bullchocolate.  I hope the ISPs are atleast collecting a fee from the RIAA and the MPAA for this.  I usually have no respect for the ACLU but I can see them getting involved here, maybe even the EFF can put ge0hots $10,000 to good use.

I have to correct myself, after actually speaking to my father it was actually an email, my mother was mistaken about it being a phone call.  Like I said in my last post I don't know when the job of our ISPs went from providing an internet connection to monitoring what wee did while online but wee all need to start supporting the ISPs that haven't signed onto this bull$hit.  I live in Maryland and currently have Verizon FiOS at my home, which has great speeds, but I will definitely be looking into other local ISPs as well as looking into picking up a "wifi robin" or similar product, the rest of you who use P2P networks may also want to look into such a device.

From what I've heard, Comcast have been doing this for years (contacting people about torrents).
Tis why you use encryption.
