Say for example i have to put it down and go do something, its handy as i can put the game on pause, chuck it on hold and that way no buttons can be touched and it looks like its off so its ignored by others and not touched.

You can actually probably have two copies of the plugin, one enabled for each situation.  I haven't experienced lag on any of my music at 30MHz, let alone 60MHz.
I believe MP3/AAC decoding is done by hardware, so CPU speed should have little effect on it.  Interesting.

You make a valid point about two copies for different situations though.

For music yea i could take it down to 100MHz but really im not fussed. I never listen to music long enough to flatten my battery all that much.

If not the best but at least one of the 5 top plugins for the PSP I have ever used I listened to hours and hours of music with this plugin on my trip

I still remember the world from the eyes of a child, Slowly those feelings where clouded by what I know now, Where has my heart gone? An uneven trade for the real world...

Never ever experienced any lag with audio, only with video (which is quite often), when under 60MHz hold.

But I don't use MP3, AAC is more efficient (better quality per bitrate), and nowhere close to 320kbps, so I don't know.

Why not just put the PSP to sleep/standby (short power off)?  That works fine for pretty much every game I tried it on, and turns the PSP off, so it doesn't use any power at all.

That's for long breaks, for short pauses (eg. going to the toilet), I just press the home button (bring up the do you want to exit game menu) and leave it there.

I use AAC as well. It is good at getting a small file which still sounds good.
