Actually, if you don't use MFC, it just takes a lot of effort - it isn't particularly hard, but very time consuming...
Eg, you have to write stuff like CreateWindowEx() etc to make windows/controls.
(but most people just use MFC)

I doubt the RCO structure has changed much.  The format's quite limited anyway, in what it can do...
