U.S. laws?
So is it wrong to have hentai in usa?

some countries have made it illegal, such as Ireland and New Zealand, but everywhere else it is either OK or 'not sure'.

so in answer to your question, hentai isn't illegal in the US, but getting lolicon hentai can get you charged with owning child pornography.. (but the law doesn't state anything on illustrated 'child' porn)

He is not in trouble for hentai, but the hentai that contains children in sexual acts, he will get in trouble for.  And it is just a drawing, so retarded someone can get in trouble for a fictional drawing...

no child was exploited or abused making this, so what's the problem?

in fact, lolicon has been known to reduce child molestation as it feeds fantasies without them becoming real.
