RE: FULL RES 480x272 background image WITH WAVES
Its easy, heres a guide.

This guide should show you how you can have a nice wallpaper, but still have nice waves, and save lots of space on you flash0. This is what I did, it worked for me on 3.03OE-C. It will probably work on other versions but I'm not sure. This guide involves flashing, which can cause bricks if you don't do it right. I will take NO resposibility for anything that goes wrong, or any errors in the guide. Well that's out of the way lets begin.

1. flash0/vsh/resource/01-12.bmp
As you may or may not know, this file contains the backgrounds you see when you don't use a wallpaper. The file consists of 12 .bmp files simply put back to back in one file. The bmp's are normally 60x34 and they are strechted, but they can be changed. To get to this file (in 3.03OE-C) you need to go in recovery menu, connect a USB cable to your PSP and PC, go to Advanced, and select Toggle USB (flash0). You should now be able to access your PSP's flash0 on your PC via My Computer.

2. Backing up
Simply copy all the files to a seperate folder somewhere on your computer. Copy everything just in case you need it later.

3. Preparing the wallpaper
Grab your PSP wallpaper. Usually they are 480x252 pixels, but wee need to resize it to 352x199 pixels for it to work. Actually, you can use full-res images, but your icons won't work properly (yeah even the original icons). Save it as a .jpg file. It should now be around 70kb, if you use 10/12 quality. it doesn't really matter.

4. The 'hard' part
Now you think you need to do something weird with the old 01-12.bmp file and converters and tools and programs, but no. All you have to now, is browse to flash0/vsh/resource, delete 01-12.bmp, and copy your .jpg wallpaper into that folder. Then rename it 01-12.bmp. It will ask you if you want to change the extension, chose yes.

5. That's it
So, now you have your own wallpaper with waves, and you save about 200kb of flash0 space. When you restart your PSP, you may notice the background is white. Because wee only used one image as a 01-12.bmp, there is now only one theme. Go to Themes Settings, and select the first theme (below 'Original'). Then your wallpaper should show up.

I have tried merging multiple larger images to one 01-12.bmp, but it won't work with jpg.

RE: FULL RES 480x272 background image WITH WAVES
Well you can always brick so i won't say no, but ive had no 01-12.bmp file, a file with all sorts of resolutions, a file with all sorts of jiberish in it and all it did (in my case) is display white when it couldnt read the file, so i don't really think you can brick by flashing a bad 01-12.bmp. You could brick if you flashed it wrong like pulled out the cable while copying or something but that's just stupid. I always waited a few seconds after windows finished copying and me exiting USB mode but that's just a precaution...
