i don't think its the router's settings, its got to do with the settings he inputted into his internet connection on the PSP

well, they were working before i had downgraded from 3.03 :S

edit: when i type "ipconfig all" (without quotes) it comes up for a second or something then goes back down, so i can't see them

did you make sure you typed "ipconfig /all" with that backslash?

if you can't do that then goto Start>Connect To>(which ever connection you are using)
then in that, goto Support>Details (its at the top next to General)
here is a screenshot of me in the "Details" Section (I've blocked out my info for security):

yes, very close range
and i just recovered to 1.50, adn it still didn't work
the signal went from 100% to 1%

i think it must have to do with your router, or when you re-put in your settings onto your PSP, you might have got a single digit wrong, so just re-look over what you entered then reply back :D

i just flashed 3.40 oe-a again, I'm gonna try the internet after my bro gets off
