thanks kabayan blessedhands so this is the app that your talking about to me? let me try it.

edit: Dynamic Editor is a tool for editing prx files intended for making
themes. PRX editing can be done through a Hex-Editor but Dynamic
Editor offers some great features which make it easier to use than
any Hex-Editing Software. It supports the latest psp firmware version.
