Some crazy person just emailed me (haha kidding, it's fine whoever you are) curious about the settings I've decided to stick with for creating AVC videos in TMPGEnc 4 Xpress at 640x480.

I have attatched two profiles. The first is a 2-pass bitrate based, which is what I was using first. The second one though, is a 1-Pass Constant Quality based encode, which seems to give better results for real-life footage. Untested with anime, but I'm going to be using the 1-Pass CQ for my DVD movies as it is faster and looks great with good filesizes (relative to DivX or whatever anyway)

With the 1-Pass CQ one, if you want to have higher quality but bigger filesize, try lowering the IPB frame numbers from 24-25-27 to other values. Something like 18-19-21 could work.

Also, it is 640x480, but aspect setting set to 16:9. This allows letterbox source videos to view fullscreen on the PSP, and also still retain the proper framesize when played on the PC! Keep in mind that if the SOURCE video is NOT letterbox, be sure to change the OUTPUT aspect to 4:3 aswell! Just experiment and you will see =)
