I think the real problem is going to be that the only thing that gets changed by this is pirates find a new way to operate. Yiu monitor P2P, they just go somewhere else where they can act in peace...

i use peerguardian 2, and full encryption, forced, with whichever torrent client (utorrent, vuze, havent tried halite yet... but it looks promising) http://www.binarynotions.com/halite-bittorrent-client
Hide IP? havent tried it. is it necessary? does it kill connection speeds?

this is just a scare tactic. it kind of goes hand in hand with them installing cameras all over the place. its more of a deterrent than a way to effectively police their citizenry... but always be careful,
