try this, go to a deviantart page, and download a modified start orb for your version of windows. start orbs are modified by changing explorer.exe, if your explorer.exe is broken, the modified one may be ok. if it still dies, you got another problem
remember, 64 bit versions of explorer.exe don't work with 32 bit versions of windows and vice versa

Go with x64 either way. Little reason not to use 64bit these days.

For general use at home, almost no difference.
If you're buying, get something cheap. EDIT: no wait, starter sucks, get home basic.
If you're pirating, it takes exactly the same effort to get Ultimate as Basic, so obviously get Ultimate.
